The type of empathy found on Shade is a very different business to telepathy. It is purely (or almost purely) emotion-based, and less precise.
Empathic power is also 'always on': it cannot be controlled in the same way as telepathy, which requires a conscious willing for it to work.
Empathy, like telepathy, is extremely rare. The highest prevalence is found in goblins and elves.
