The earliest Bleeder Carenda was chosen by the reformers of the Moon Guard based on her merits and reputation. Since then the Bleeders have evolved a Carenda Triumvirate, with each being equal to the other while commanding their own branch. As a higher-ranking officer, Carenda has nonetheless the power to make use of Bleeders from another branch, and this rule is used to some extent at discretion. Ultimately, if another Carenda doesn't like what the other's doing, she can veto the orders.
